Address Confidentiality Program
The Colorado Address Confidentiality Program (ACP) is a state program for survivors of domestic violence, sexual offenses and stalking who fear for their safety. The ACP helps survivors keep their addresses confidential after they have relocated to escape possible or former abusers. The ACP is available to men, women and children. There are no financial eligibility requirements.
The Address Confidentiality Program consists of two parts:
1. A Confidential Address
The ACP provides participants with a legal, substitute mailing address, which may be used as a residential, school and work address. This substitute address is reflected on an ACP authorization card carried by participants. When presented with a current and valid authorization card, most state and local government agencies are required to accept the substitute address as a participant’s actual address. The substitute address becomes the new address of record and will not lead an abuser to the real location of an ACP participant or the location of the program.
2. A Mail-Forwarding Service
The ACP also provides participants with a first-class mail forwarding service. Participant mail is received by the ACP and forwarded to their confidential home address. The ACP serves as a participant’s agent for service of process and for receipt of mail.
The services provided by the ACP are intended to be an addition to, and not a substitute for, a comprehensive safety plan. To apply for the program, potential applicants must meet with an Application Assistant.
